About Road Maintenance and Defects

The Roads Section aims to provide a cost effective and efficient service delivery in undertaking repairs to defects on roads within the shire and the associated storm water systems.

As with all government service delivery entities, there are funding and resource restrictions that determine the level of service delivery. Snowy River Shire Council has adopted a needs driven, priority based system to effect maintenance repair to defects. Each defect is given a priority from 1 to 4 as follows:

1-Safety:These defects normally constitute a safety problem to the road user. The intervention level has been reached or exceeded.

2-Prevention:These defects, unless rectified, would escalate into safety defects in the near future.

3-Useability:These defects attend the serviceability and structural capacity of the asset. they are unlikely to escalate to priority 1 or 2 in the near future.

4-Appearance:These defects are minor in nature and are unlikely to escalate to a higher priority in the medium to distant future.

Based on resource availability and defect priorities, planned program maintenance is undertaken to effect repairs. As priorities often change quickly, due to storm damage as an example, so will the maintenance program. As a guide, priority 1 defects will be attended to as soon as is practical and therefore not necessarily in the most cost effective manner. In some cases, priority 1 defects may be made safe in the first instance, thus probably reducing the priority, until a permanent repair can be undertaken. Usually priority 2 and 3 defects are programmed for repair at the same time. Priority 4 defects will not necessarily be repaired but this will depend on resource and funds availability.

All council staff are encouraged to report defects to the roads section for appropriate action. Similarly, we encourage the reporting of any defects by members of the public, regardless of their priority. The Roads Section utilises an electronic Customer Service System that follows us:

  • To record all the relevant defect details
  • Determine the defect priority
  • To keep the customer informed, if requested, on the progress on their request
  • To assign the appropriate Officer to action the request
  • To link directly to a Maintenance Management System to assist with managing an effective delivery
